You could try a black patina solution available in stained glass supply stores.
Hubbard-Hall has an antiquing solution called Mi-Tique 1795 that is designed specifically to give Tin an dark antique look.

They make a product to paint on that is called "Rust It"..even gives the texture of rust..found in craft stores.
If you're not in a hurry, just leave it out in the weather for a season or two,,and wet it down every now and again.

I*ve heard vinegar makes metal look old and rusty. Haven*t tried it myself though.
