Leftover chicken, when it goes bad and is no longer safe for human consumption. You might want to use rubber gloves!
Cut it into little chunks and put it on a hook with half of a nightcrawler.
Cast it out there and let it sit. If you get a bite, keep going for the same spot; they travel schools.

Amen to all the chicken liver answers, but if you don't have a chicken liver, catch a bluegill or some small fish, cut the head off and gut it, and use the left side as one bait, the right side as one bait, and the head as another, and maybe put the guts on there or something. Fresh clean cut bait is as attractive to catfish as nasty stuff. They actually usually eat more fresh things than anything. Just rig it with a weight about 2 feet before the hook and let it sit on the bottom of wherever you're fishing. That's pretty fool-proof.

it realy depends on what kind of catfish your after flatheads and blue cats prefer live bait i use bluegill for the bad boys for all other cat fish fresh chicken work best remember to keep your bait size geared to the size of the fish your after and a nice tip for useing chicken liver is to put it in panty hose it keeps it from falling off when you cast and don't use any weight the liver is enogh and if the fish feel the drag from a weight they will drop the hook i hope this helps wishing you tight lines and screaming drags

There are an endless variety of baits for catfishing because they'll eat nearly anything. Comericial stinkbait like BJ's works very well but for cheep effective bait I would say Chicken liver. Hotdog also works very well.

Doc's Catfish Bait made in Parkersburg, Iowa. Serious, the stuff is like magic. it's made out of "recycled" animal parts but comes in a convenient paste like substance that's easy to apply to almost any hook. I've been using it since I was a little kid and have never had a reason to change.

This sounds really gross but I guarantee it works great.
I make a homemade stink bait. Use a 5 gallon bucket and mix chicken livers, Velveeta cheese and cat or dog hair(sounds weird but it helps hold it together). Ground your livers slightly in a blender and let the cheese sit out to get soft and then mix the 2 together and then add the dog hair or cat hair and mix it well. Now set it out covered in the heat for about 2 weeks.
After it has had time to set we roll them in little balls and wrap them in panty hose and tie it off with thread, so when your ready to use them slip it over the hook and you wont have to worry about your bait falling off.

for small cats I have to say worms rule. they are one of the natural foods that these fish see a lot of, so they are more inclined to eat them.
mid to large fish, I use dead minnows and sucker fish. you can cut them in half and get two from a decent sized one. the suckers are great for big cats, because the bone structure in those fish is really heavy, they are very hard to get off the hook, so the fish can't steal them. I put two hooks in them, one in front and one in back, that way there is no place on the bait the fish can grab that isn't going to bite back.

catfish will eat about anything, we have used live shad, minnows, dead shad, or cut up shiners, chicken livers, stinkbaits such as catfish charlie (blood flavor), also the nightcrawler is easy and highly effective. I wouldn't say one is the best, we have done equally well using all of them, for ease of use i would have to go with nightcrawlers.

i would say live bait .. any live fish hooked slightly to look as natural as possible .. but any dead bait will do aswell .. try a small herring, mackerel, eel .. they all work the same .. catfish are not very picky i think
