hi guys,
have these words "not up" a meaning?

That depends on the context it is used. If refering to a person it could mean that the said person is still sleeping or in bed. If refering to direction then it means down as in the opposite of up. If used like this "He is not up to the task." It could mean that the person being talked about doesn't want to do the task or is unable to do the task.

The only time I've heard this expression as you wrote it is in tennis, when the ball has bounced a second time before the other player hits it.
