-I am not american
-I've heard the term used in war movies/books.
-Is it related to a US base in Philipinnes? since its usage is like a place like "in the P.I."

all wrong. Like I said it is possibly refering to a place.
"The recruiter guaranteed me I could book a threesome for forty American dollars in PI."-Jarhead, the book by Anthony Swofford.
It might also be specific to Marines rather than to all US army.
