I dont know exactly what your asking, but there are many agancies you can contact for help. Social services or your gp will be able to put you in touch with the childrens health visitor (they will be able to find out this information). You could also contact the police who will put you in touch with the family welfare officer. If you believe some people are at risk, particularly the children, you must act or live with any consequences.

You don't say what the problem is. Is she being abused? Are the children being abused? Are they starving?

The best option is for you to speak to Social Services or find your local Women's Centre. The link below might help.

Please, please don't do nothing. Anything you can do to help this woman and her children will be appreciated by them in the long run. But don't expect thanks from them in the short term - many women in situations like this don't want to admit to the problem, and think that their partner will change.

Do you think she is being batteres? Are the children being abused? What?
If you see bruises on one of the children call the police
If unsure of your ground call solcial services - pretty useless but better than nothing

in what way do they need help? if kids in danger then report to social services, if financially help then talk to a social worker in confidence. in any case ask for advice with a social worker without giving details of who you are concerned about

you don't want to go to the police yet, unless there is reason to believe that the children are truly in danger...start by going to a church leader, and let them take it from there,...let THEM be the ones who call the authorities, if necessary, and if that don't work, go tell an adult your concerns, and try to stay out of it,...if you can.

Please report your suspicions of abuse to someone in authority, such as Social Services, Dep't of children's services etc. You can do it without having to give your name. Please don't ignore the possibility that someone may be in harm. You'll be doing the right thing.

don't really understand what you are saying, do you mean you are witnessing abuse ? if so report it to social services before it's to late.
