Because, as in all things Bush does, he was too busy running out to do what he THOUGHT God was telling him, but he missed the end of the conversation that said "But unfortunately, there are no WMDs there, so you are going to have to find some other way to bring peace to the Middle East."

Just like a Bush, isn't it.
