First of all, explain the following so you can receive a proper answer.
1. Where do you live?
2. What was the problem or what occurred to cause you to call the police?
3. At that time was there something of greater urgency occurring?
4. At any given time, how many police officers do you think are on the road working?
5. What are the local community standards for the police? For instance if there is a fender bender do the police have a phone number you can call to make a report?
6. When you have explained further in detail then you can reasonably expect a true answer instead of a gripe and complain session. Unless that is all you desired. Then have at it.

Police Have No Duty To Protect Individuals
But certainly no cop would stand by and do nothing while someone was being violently victimized. Or would they? In Freeman v. Ferguson a police chief directed his officers not to enforce a restraining order against a woman's estranged husband because the man was a friend of the chief's. The man subsequently killed the woman and her daughter. Perhaps such a specific case is an anomaly, but more instances of general abuses aren't at all rare.
