It can mean either. It's a polite way (they think) to brush off people who's feelings are greater than their own. It can also mean he's in love but knows it's too early to say. You need more clues to understand HIS meaning...

It really depends on the context of it. If he said it in response to you asking him out, then it's probably just friends. If he said it just because, then he is looking for a response from you to tell him that it is ok to try to take it to the next level, i.e. dating.
