You can go to a local pet store and buy some styptic powder it will stop the bleeding, if it is a small wound. If it's worse I would go to the vet, you can also elevate the dogs ear to slow bleeding. If the dog scrathces at the ear you may want to get an E-collar

A dog's ear is full of blood vessels. They use them for internal temperature control. So much like a head wound on a human, a small cut bleeds a LOT even if the wound isn't that bad.
Wash the wound with lukewarm water and a little mild soap (not hydrogen peroxide). Put pressure on the wound with a paper towel, gauze bandage, or rag and elevate it. Hold for at least five minutes (preferably ten). Don't wipe away the blood (it contains clotting agents). You can use this time to call the vet. (More than likely it's nothing to worry about but I would never discourage someone from calling their vet)
Some styptic powder will also stop the bleeding (the same stuff you use if you nick the vein while trimming a dog's nails). It's available at pet stores (often in tins in the grooming supplies section) and some guys keep it around in case they nick themselves shaving (styptic pencils). Just dab it on the wound (or the wound on it)
A bandage will only encourage the dog to scratch (to get the bandage off). Put some neosporin on it daily. If he keeps scratching at his ear and opening the wound get him a 'E-collar' (the ones that look like funnels).
If there is just a nick or scratch in the ear this should be sufficient. There aren't any major arteries that run through the tip of the ear. If a piece of his ear was taken off or seriously torn (through a fight or being clumsy with shears during ear hair trimming) then take him to the vet as the injury is more serious. If the cut is a result of lots of scratching then take him to the vet as he may have ear problems, fleas, or a skin condition.

Wrap it with bandages and hold it wrapped for some time. Don't use spider webs or any other item which is not sterile. If it seems serious and the bleeding dosn't stop, find a hemostatic powder or go to a vet.

Hold direct pressure to his ear to 10 minutes. That means do not let go for 10 minutes. Then do not rub dab it either. If it doesn't stop after 10 minutes call you vet.

Take a clean cloth and cover the bleeding part, then apply steady firm pressure between your fingers. (pincher-like) Not hard enough to hurt him, but steady and firm. Keep it there for several minutes. It will stop.

Baby powder will stop the bleeding. I use it if I accidentally cut my dogs nails too short.

The same way you would stop the bleeding on one of your wounds. Apply pressure, elevate if possible, and allow time for the blood to clot.

Great advice. I put hydrogen peroxide on ear, then put pressure on it for ten minutes with paper towels. I put flour on it and kept ear elevated.
