on using magnetic field the enviorment has magnetic effect will it cause stray effect on the automobile performance ?

Those loops are very weak magnetic field, so anything that weight much less than a car -- like an empty can from discarted trash or something -- would not trip it.
A car already has components using much higher magnetic fields, like the alternator, or the ignition coil. Any effect the magnetic sensor of the traffic light system could have on a car would be unmeasurably low.

Those buried electromagnets are called 'inductive loops.' They are too weak and remain too close to the ground to interfere with on-board electronics.
