Purgatory is the final cleansing of the soul on it's way to Heaven aster we leave this life. When we leave this life, we have not yet achieved the perfection that is necessary to be admitted into Heaven. Purgatory is the process by which God justifies us after this life.

The doctrine of Purgatory is based on the mercy of God.

Because they want everyone to believe that if you did something for the church then no matter what you'll atleast make it to purgatory, even tho there is no purgatory, or limbo. There is only Heaven and Hell, and the Bible doesn't mention anything else.
