Of course you can refreeze meat. The only thing that can happen is you will most likely degrade the quality of meat when you thaw and refreeze. If you cook properly it will kill any bacteria that might have multiplied when you thawed it the first time. You can thaw and refreeze meat as many times as you like. It does not give you food poisoning to thaw and refreeze meat. Again, it degrades the quality of the meat.

When meat is frozen, the water within the individual cells freeze and expand. After the meat is thawed, it OK to cook. However, if you freeze it again more damage will be done to the meat and the flavor will be nasty and the texture slimy.

You have to cook the meat first, and then put it in a freezer safe container and I'd wrap it in saran wrap to make sure it's not going to get freezer burn.

No. Once it has defrosted use it and get rid of the leftovers. Ground meat spoils quickly.
