What are his mates like? Chances are, if they aren't very open with their emotions it'll be very difficult for him to suddenly start it up.
After about 3 weeks with my bloke he borght a new head for his old electric toothbrush and charged it up for me saying that he had noticed i used one at home so he thought i'd appreciate being able to use one at his too.
It was really sweet that he had gone out of his way to do something for me.
I guess what i am trying to say is actions count more than words.

you sound like some rarely loved person didn't hear ti from your parents enough huh?? And you only been with him 4 3 weeks some guys actually say those words when they really mean it not when there girlfriends feel they should be told . you sound a bit needy get over it. or he might get tired of it and dump you

Hmm...three weeks is a short time of reference to expect an "I love you."
But if he seems to react apathetically, that is a completely different problem and you should clear up your intentions about how you think this relationship should head. I hope you're not doing anything with this boy that you are uncomfortable with or will regret later on.

Some guys just don't feel comfortable or aren't used to telling the person they like "i love you" or sweet words. Give him some time and know that because he likes you too, you are special.

you are being played. 3 weeks and you say you love him how old are you ? dont give your heart or anything else out fast. really get to know someone first and if you are being disrespected now it will only get worse and no telling how far it can go. dont want to scare you but my sister was in same thing the boy got to point of hitting so please dump and find a boy that well respect you and treat you right. your worth better. dont settle..

Yo, i've been going out wit a guy 4 3.5 months, he hasn't kissed me, said i love you or held my hand (except slow dancing at the school dance) YET!! give him time...some guys don't like PDA, and some find it hard to commit

sounds like he has issues of showing his emotions, tell him that may be he is the one with problems. believe it or not, i think u are being emotionally abused. i don't think any guy would ever be rude to the girl he loves. sweet words should come naturally?

u are only going out for 3 wks chill out its ok if he has not said i love u. the only way its not ok is if u guys know each other for a longer time and now decided to date. but even then u have to give guys time.
