Put her in a routine, babies thrive on it.
Before settling her for the night, give her some cereal (porridge)before or half way through her bottle. It takes longer to digest the solid than the milk. Give her a warm bath, if Johnsons baby bath with lavender is available add some of that if not add 1drop of lavender oil mixed with 3 drops of almond (or other carrier) oil. Swaddle up, read or sing and put to bed. Make sure the room is not too hot or cool (mine wake up if it's too cool). There maybe a couple of days teething but it should get better the more frequently you follow your routine.

you have to outsmart her! number one, make sure you set up her sleep schedule so she starts getting sooner, if that means preventing her from taking a nap during the day when she's tired, so be it.

thicker formula, keep the formula thinner during the day, but make it paste at night, open the nipple more so the thicker formula can come out.

baby wrap. Lay out a blanket on the ground, undress her down to her diaper, pin her arms at her side and wrap her TIGHT....she should groan and make uncomfortable noises while you do this, it's ok...it won't be too tight in the end.
She'll fuss for a bit, but then will feel more safe and secure than ever, lay her down on her back, and get a good nights sleep. Make sure she's full and freshly changed too.

Babies love feeling safe and secure, and this will do it.
When I stay with my girlfriend, I do this, Caleb sleeps 10 hours straight.
When we lay him down without doing it, then he'll be up every 4 hours.

Have you ever heard of the Ferber Method. Dr. Richard Ferber developed this method so babies can teach themselves to self-soothe. My five-month old (at the time) was doing the same thing that your eight-month old is doing and we used this as a last priority and wondered why we waited so long. It took three days and finally "HE WAS SLEEPING THROUGH THE NIGHT ESPECIALLY AT NAP TIME"!!!! Yeah!!! Another thing - I have a fan that is always on in his bedroom. I am a firm believer in white noise (ie. vacuum running, fan blowing, static on a radio). Good Luck and hope this helps!!

Try giving her a warm bath and giving her a massage while putting lotion on her and feeding her and maybe some soft music will help then lay her down and rub or pat her or try rocking her to sleep

Maybe too much nap time during the day. Be consistent, make a ritual. It takes time to make a routine a habit.

at 8 months I gave my kids a good helping of instant cereal/formula in a feeding tube along with additional formula... burb... warm lavendar bath and fresh pj and stuff... Hope it helps
