Depending on the size of your shrimp bake at 400 8-12 minutes per side and be sure to turn them half way, this will make both sides crispy. The side that touches the pan is what becomes crispy first.

Bake at 350 degrees until the desired crispy-ness.

They just are not the same as fried, are they? Try spraying them with some olive oil Pam spray and see if it helps. Increasing the temp. slightly might help. But watch so they do not get tooooo brown.
