Baby, it's cold outside - When you're outside on a cold day, the air in your nose is a lot warmer than the air around you. You know how the bathroom gets steamy when you take a shower? Something similar happens in your nose - water drops come together, or condense. Then the drops mix with your mucus and run out your nose.

Think for a minute:

What happens on windows when the air outside is cold and the air inside is warm? You get condensation. It's the same thing. The inside walls of your nose are warm, and the air you are breathing is cold going in, warm going out. So you are going to have warm, moisture-laden air coming in contact with cold air as soon as it leaves your nostril. Perfect point for condensation. It's just like what causes rain, only in a very limited manner.
