Stop torturing yourself by dwelling on or even entertaining such questions. Some questions have no answers, yet. This is one of them.
The tag of your question is WHERE. This word implies location. Location implies state of being definite, borders and limitation in time and space. Limitation implies that God is not omnipresent, omnipotent, and not all powerful as we think, which is against the core believe in God in all religions.
Let me ask you: What would practically gain from having an answer to your question, if there is any?

Apparently all together. All things were made by Christ, for Him and throughHim, we know He is the same as the Father, and the Spirit was on the face of the waters. The Hebrew word used for God in that part of Genesis is in the plural, by the way. Check it out. It's all there in Genesis.

You are now attempting to limit God to the size of His creation, you are expecting that He must be defined by His creation when in fact His creation is defined by Him. Time and place are elements of creation, not outside of it. God exists outside of creation and yet fills it, but He is not limited to it.
