I answered this one not long ago from someone else.

Dawn dish soap, use it 1 or 2 times in a row and follow with a good conditoner so it won't dry out their hair (it causes tangles if you don't use conditoner)

Dawn is what they use on animals from oil slicks so you know its safe to use, don't get it in her eyes though

I just went through that yesterday. My 2 year old daughter put an entire jar of vaseline is her hair. This completely sounds like it wouldn't work but pour baby oil ALL OVER the child's hair and then comb the hair with a fine toothed comb. The baby oil thins out the vaseline and makes it MUCH easier to remove from the hair. Get as much out as you can with the comb and then wash several times with dish soap. My daughter's hair is still a little greasy but it's a HUGE improvement.

Use a dry cloth or wipe to remove as much of the Vaseline as you can from her hair and then use either a dish soap or a soft hand soap on her hair (watch her eyes). Follow that up with either your regular baby shampoo or a conditioner to avoid drying out her hair too badly and you should be fine.
