Could someone tell me if any country in europe allows immigration and naturalisation for non EU citizens?And what is the procedure for that?

All countries in the EU allow legal-immigration. Naturalisation is also possible. But you have to remember that there are 25 countries with different rules and regulations for this, some more difficult than others. Eg. naturalisation in Germany is only possible in many instances if you agree to handing back your other citizenship. Other countries allow dual-citizenships. You have to enquire from the country you wish to emmigrate to.
