You could ask the same question about Protestant Christianity. If I understand the concept correctly, the diocese stems from the fact that there IS a central authority in Catholosism. Since there is NO central authority in Judaism, there wouldn't be the equivelant of a diocese.
Rabbis get the right to be called "Rabbi" from being ordained. Ordination is done by a single person, usually the head of a yeshiva (seminary) sometimes under the auspices of that yeshiva. But there is no central control of seminaries or of synagogues.

Judiasm is not centralized. There is no authority like the Pope. So there isn't a hierarchy like what you're thinking of. There is no similar institution.

Judiasm (in the present, non-Temple, form) is a decentralized religion. There is no such thing.
