You might try going out in the woods and act like a tree.
They make woodpecker calls to attract Fox and other Predators that feed on woodpeckers.
Don’t know if it would work in calling in woodpeckers,
You might try the call manufactures like Foxpro, Knight & Hale, Johnny Stewart, Burnham Brothers each have web sites

I would think if you weren't going to shoot a woodpecker you wouldn't ask for a "game call". The only thing I've seen game calls used for is calling game in to shoot.
If you're looking for a "bird call", that would be different.
