If its straight down and causing pain it could be Limber tail, also known as cold tail...If its just down the dog is either relaxed or bored.

Not all dogs walk around with their tails wagging all the time. If the tail is simply down, the dog is peaceful and relaxed. If the tail is between the dogs legs, the dog is scared or intimidated or anxious--i.e. experiencing something negative. A raised stiff tail is aggression.

He is either scared or unhappy. Give him a lot of love. There is also a possibility he isn't feeling well. It's hard to say. We'd need to know if he's exhibiting any other behaviors - some dogs just like their tails down and it could be normal for him. Sorry for not being able to tell you for sure. More info and I'll try to be more specific. What breed???

If the dog was a Greyhound or a Whippet, it would be perfectly normal (read the breed standard). In breeds where the tail set is high or straight, a tail between his legs could indicate the dog is nervous or skittish.

There is a disorder called "cold tail" where the tail will become completely limp. This will normally go away in a few days. Working retrievers are very susceptible to this because of swimming in cold water.

Some breeds do keep their tails down a lot eg; German Shepherd. If it is not a natural position for the dog then he may just be avoiding sending certain messages through body language. It may not be something in the house but something nearby and outside.
Try raising your voice (in pitch not volume) and calling him to you, if he lifts his tail and wags it then he was just minding his own business. If he comes to you and cowers then get him a check up.

He is being shy. When they wag their tails, they are being friendly, outgoing...When they want to cover their bottoms with their tails, they are shy or intimidated. Speak to him very enthusiastically, not in a "What's Wong, baby?" type whiney voice. They pick up on it and think you are reinforcing their shyness. Act excited to be around the dog. Give him toys to play with. Make sure he feels confident. BUT... some dogs are just shyer than others. It may just have something to do with the original pecking order of his litter. It's not necessarily a bad thing.

My pup only ever had her tail between her legs when she was scared after I brought her home, and then again when she threw up a little while ago. From that I'm going to make the assumption that is is a dog's sign of general discomfort or fear/apprehension.

Is the tail normally held out or up? It could mean the dog has full anal glands and they need to be emptied. Some dogs will "scoot" around on the ground until they empty. Others need to go to the vet to have them squeezed and emptied.

"I'm nervous about what's going on."
And this might be caused by noise, or someone dropping something, or the dog may not be feeling well. Tail down = dog is unhappy about something in it's environment.
