A vocoder is an audio filter that takes the voice and kinda makes it play different notes as it's played back - kinda hard to describe but think of that Cher track that goes 'Do you believe in life after love?' That weird effect on her voice is a vocoder. Can only assume the Fruity Loops one is the same thing.
