Not all states have their own withholding certificate.
Oklahoma does not have a state withholding form. Employers use the federal W-4 form for state and federal withholding purposes.
You can download W-4 forms from the IRS.gov website or you can order the forms by calling 1-800-829-3676.

If you get more in your paycheck, that exact amount comes out of your refund, and if your refund isn't enough to cover it, you have to pay the rest when you file. The total money is exactly the same. Also, it's illegal to put exempt if you aren't, and you can be fined. If you are a dependent, and you're sure that your total income for the year from all sources will be less than $6100, or not a dependent and under $10,000, you may put exempt.

Only claim exempt if you qualify, which, in short, is if you had zero tax liability last year and you expect to have zero liability this year. Follow the instructions as to how you should fill out the form.
