Idealy They would be able to Create Lanuages and count Improved vocal skills too
but dogs not trained in english or in standard numbers would not appear "smart"

I can't agree. Just as dogs don't have the genetic code necessary to learn language, they don't have the genetic coding to have I.Q.'s as high as 180. Look at the numbers. The average human IQ is 100. Sidis is 2.5-3.0 times as high as the average. Even if a dog's IQ was 30 (and I seriously doubt that's possible), and it matched Sidis's remarkable ratio, its IQ would still be only by 75-90, which is below average for humans.

I have a perfect book for you - Watchers by Dean Koontz. It's one of my favorite books, and it's about a supergenious mutant dog with a high IQ (and another super evil animal with an equally high IQ)
Since the dog is still.... a dog.. it is limited by its anatomy, but not its mind.
Don't watch the movie though, it's a joke.
