Not only is it a good idea for his health, but you should NEVER breed a dog with this condition anyway - it will pass on these bad genes.

often the perennial hernia is related to not being neutered. so why would you not want this done at the same time? not neutering can cause other health problems. it's not only the best thing all around for your pet at this time, but it's just responsible on your part. so yes is it necessary.

Neutering will help almost all health conditions, and is essential for responsible pet ownership. I don't know if it is directly related to what you're speaking of - where is the hernia? But it is always a good idea relative to health, behavior, and pet overpopulation.
