Lately I've been seeing cars on the road that have different style registration plates. One type has 3 numbers, a letter and then 3 numbers and the other type has 3 letters then 4 numbers. Where are these cars from?

3 letters and 4 numbers could be Northern Ireland, or a much older plate from England, Scotland or Wales - the year indicator was introduced in 1962, and fully implemented in 1965, so a pre-1965 car could have had 3 letters and 4 numbers. This system is still used in N.Ireland.
As Northern Ireland is part of the UK, these numbers are transferable to any UK-registered vehicle, and are often used to hide the age of older prestige-branded cars (or tourist coaches).

3 numbers, a letter and a further 3 numbers is probably a diplomatic car - was the letter a D or an X?

3 numbers, 1 letter, 3 numbers sounds like an Irish number plate. The letter normally refers to where it's from (IE D is for Dublin).
The 3 letters, 4 numbers sounds like a Northern Ireland number plate which can be used on mainland UK cars too, and a lot of coach companies use them to hide the real age of the coaches.

the one with 3 numbers a letter D and another three numbers is a diplomats car. the one with three letters and 4 numbers is a cheap private number plate. the car could be from anywhere around the uk.

If you're talking about USA license plates, the 3 numeric-alpha-3 numeric plate is most likely a Maryland multipurpose plate. These are issued to minivans and sport utility vehicles. Many states have 3 alpha-4 numeric general issue plates:

Colorado (some older white on green plates still active)
Georgia
Michigan
New Jersey (briefly issued in 1992-1993; some are still active)
New York
North Carolina
Ohio
Pennsylvania
Virginia

3 numbers, letter D and 3 numbers is a diplomatic vehicle.
3 letters & 4 numbers is Northern Ireland.
