How about a historical event that happened near your city? Or a local folk hero - not necessarily someone FAMous, but a LOCAL hero - war hero, or musician or something.

Or how your city was incorporated.

The Mayor's position and yours on a topic of local interest: like "Coal Mining in our Town has affected the Landscape Adversely", or what ever is a local conflict.

Or some topic that your school has succeeded in - were your teachers ever made "Teacher of the Year" or anything?

I would talk on the subject of depression.
The early signs
what percentage of the population is depressed. (I think you will find the stats very surprising)
What are soem of the causes
How to detect it.
How can it be controlled besides medications.
Hope this is of some use to you.
