As I understand, both Ireland and UK citizens can enter the US under the Visa Waiver Program (assuming the passport is biometric or machine readable depending on date of issue). If you have no criminal record in either country, you can use either passport. However, like all countries, the US Border Guards may scrutinise you more if there are certain visa stamps in your passport, or may even stop you from entering. Examples are Libya, China, North Korea. In other words, if you have recently visited any countries that the US may get awkward about, use the other passport.

No you can use both, just make sure you have filled in all appropriate landing cards...and get to the head of the queue quickly before all the crowds. Sometimes, that process can take time in some American airports, though at New York they tend to process new arrivals quite quickly.
