Seems that the system files has problems. The best way would not suit you which is OS reinstallation. However you can try to do a repair on windows using recovery console.
Follow the links below to see how to use recovery console and use the chkdsk /r command at recovery console.

http://www.microsoft.com/resources/documentation/windows/xp/all/proddocs/en-us/recovery_run_console.mspx?mfr=true

http://www.microsoft.com/windows/windows2000/en/professional/help/bootcons_chkdsk.htm

Also when it has completed doing that you can try to run a sfc /scannow from run. You will need a Windows XP cd for that.

Also try to update your windows after doing a sfc scan.

That error can be due to one of the corrupt device drivers and its really hard to find out which one is causing the problem and its always good to go for a OS installation.

If you choose to do an OS installation i would also recommend you to create a disk image of your disk so that you can recover it back in future if something again goes bad and you dont have to go through the hussle of reinstalling the operating system.

TRY this.
Remove/ all resident program/s in Taskbar.
Does the program need IE or FF ?
Do you need to be connected to Internet ?
If not disconnect and try.
What is the program not responding ?
Edit your question and give the name of the program.

the problem might be one of 2 things 1.virus 2.too many programs
try installing a free version of avg (yahoo search it) if your problem persists then try taking un needed programs off of your startup and your pc altogether.(scan your pc twice with avg for best bets)

it might be a cause of the Addons that you have on Firefox and IE,

what you could do is try to disable them and try if it works, and also make sure you do run a registry cleaner
