In most cases, the cops talk to the DA, the DA presents an Arrest Warrant to the Judge, the Judge signs the warrant, and it given to the police to serve. Depending on the case and circumstance, this can take just a few hours or may take days.
Some consideration factors include: seriousness of the crime, flight risk of the suspect, involvement with additional crimes, etc.
