They are not 'pulling its legs'. They are stacking it, or putting it in a show stance so it is used to it early. Please don't pull your puppy's legs.

They are putting the pups feet in the proper "stack" position. The back of the foot (sort of like the heel), from there to the ground should be perfectly straight.
The picture of the red pup is a very poor stack.
Some breeders start basic stacking practice as early as 4-5 wks. Below is a link to a picture of my male at 6 1/2 wks. The breeder didn't need to pull on his legs, because she'd been working with him for a week or so, and placed his feet properly on his own.
Hope this helps you understand what they're "trying" to do.

They are doing what is known as 'stacking' - the pose they use for showing. Since these are pups, they probably would not stay there by themselves for the picture - they are not stretching their legs (LOL - thanks for the laugh this morning!). They just want a viewer to get a good idea of the pup's potential.
Handlers stack dogs to show them in their proper form to the judges - so they can see they have the breed standard's called for stucture, including leg length & angulation.
Don't feel bad, we all have to learn somehow - the first show I had a dog in (a Rottweiler), I yelled out into the ring a suggestion to the handler (and was QUICKLY chastised by his breeder) - whoopsie!

Thats just a teqnique they use when you show a dog. its a way for them to check the build of the dog and what not.
