If you are from a country within the EU or have been granted Assylum within this country you can. Obviously the courses available to you depent on your prior qualifications and your written and spoken English.
If you have the right of residence within the UK then pop into your local college (or even Job Centre) and they will help the best way they can.
You could always go online and do some free courses. In fact there was a question on this posted not too long ago:

If already in UK, there are now some university qualifications which are automatically funded as in nursing. You could research which other areas might do likewise. Or try and find yourself a company who values your proposed qualification enough to sponsor you.
If overseas, you could contact companies with strong ties to UK and branches here to see if they'd sponsor you.
This is a site with some information -

.....
'Every year hundreds of international students rely on Scholarships awarded by the British Government to help them study in the UK. Whilst competition is fierce for certain scholarships, as long as students are eligible - subject to the set criteria - the British council encourages them to apply. (see UK scholarships & Funding)'

If someone copped an unfortunate one from you, you would be sent to prison. Plenty of free education.
