I own three pugs. They are wonderful pets and have a great temperment. They love to please their owners and are great lap dogs. I strongly, strongly recommend this endearing breed.

Definatly Yorkshire Terriers(Yorkies for short). They're sweet tiny dogs. They might not be short haired but they have wonderful temperment.

Chihuahua would have been my first pick but you don't want one of them so here are some other choices you should consider.Minature Pinscher,Shitzu,Toy Poodle but they can be kind of mean.Beagle's are sometimes good lap dogs(sometimes),Dotson, these are the only ones I can think of.Hope you consider these choices.Oh here are a couple more.Pugs,Schnauzer,Jack russle but they are kinda yappy.

You should get a yorkie and when you take it to the groomers ask them to give it a puppycut, then you wont have to worry about long hair. They are great dogs.

There are miniature short-hair dachshunds out there, also a short haired dog that is small is a terrier/schnauzer mix.

There are many. I have a mini dachshund that lives on my lap and is very sweet. It all depends on the dog though. I have met dachshunds that are not very nice too!

Get a real dog.

Something that you can take on a hunting trip - not a little dustmop.

Try your local animal sheleter. That way, you would have a new companion, and save a life! They have lots of great dogs there. Also try Petfinder. http://www.petfinder.com
