Is the recipe referring to "ready made mustard" or is it referring to the "powdered mustard" that you make which is quite spicy like the mustard used in Chinese restaurants for dipping egg rolls?

prepared mustard is the kind you get ready made in jars, not the dry kind that you have to "prepare"

Yes, prepared mustard is typically found in Chinese restaurants for dipping not only egg rolls but other tasty servings such as cow intestines and kidneys. It is prepared so that you will be ready to eat as soon as you sit down at the dinner table and greeted by this bubbling and personable waitress who is determined to make your dining experience a memorable one. Be sure to tip a little extra at these restaurants that use prepared mustard, not the skimpy powdered mustard typically found at fast food places, and let the waitress know your appreciation by smiling and waving to her as you leave. But if you want to eat more ordinary, then go to a fast food place where powdered mustard is served and the waitresses are grouchy and not concerned with your dining experience. Yes, always choose the classy places that serve only prepared mustard. You'll enjoy it so much better.

Prepared mustard is the "ready made" kind. It is made from the dry mustard with spices and liquid (such as water or vinegar) added. You control the spiciness of mustard by the spices that are added.
