No, actually assault is the placing in fear of unwanted touching or application of force. Battery is when you touch someone unlawfully. Also disorderly conduct.
But if you'd like to try it sometime, I am sure there are some people who will take care of it without the need of the court system to intervene.

Yes, it certainly constitutes assault. In addition to a criminal sanction, my guess is that before imposing such a sanction psychiatric reports would be called for by the magistrates given that the victim is a total stranger. I don't imagine that the perpetrator would get off scot-free, nor should they.
