Right now his mind is ready, but everything needed to speak isn't fully developed, yet. Is your son otherwise alert and reacts to people? Does he react when you call him... does he look at you or at other people directly in the face when being spoken to? Does he try to talk, but even you can't figure out what he is saying? If the answer to all is yes, then he is just fine.... but you need to continue talking to him. Before you know it, you will hear him talk like a champion. I would say, start worrying when he reaches 2 1/2 years of age.
Talk to him... read to him rhymes and stories.... sing songs to him. Never talk to him in baby language.

If your son is two and not saying small basic words and small sentences, I would take him to your GP to have hearing loss ruled out or other problems. He may just be a late bloomer but better to be safe than sorry. My nephew is almost eleven months and has a vocab of about 10 words.

kids learn at different rate and differently. look up books in the library and see what works for you or internet. some kids learn through singing, some learn through books, some learn by hearing, some learn by seeing, and some learn by touch. which ever one, only you know what is best for him. interaction will help also. when he/she wants something make sure to wait for words to be spoken before you actually do it for them. If she/he don' say it encourage him. If after a while just ignore it and they will start speaking. That's what I did with mine from the Peditrician suggestion.

Disney Little Einsteins and if you don't want to spend that much on them try going to the itunes store on-line and you can download them. I think my husband only spent not even $10.00 for 7shows and my little girl just loves them.
