It is black and white and printed on paper [220cm x 140cm].
The centre scene looks as though a King is issuing a piece of paper to the men that are queing up and kneeling before him. In the background is a harbour with a church. There is one tall ship, and a gondola - I think I can also see St mark's cathedral - which would suggest Venice [?].
At the bottom of the picture, in the centre are the words "Op Victore Carpatio Venete".
In the top right hand side of the painting, a man and his wife are sat in a chamber - he looks troubled. There is a madonna and child hanging on the wall.
It's a beautiful picture and I would love some more information on it. More than happy to send a picture to anyone that thinks they may be able to help out.

It might be the work of Vittore Carpaccio, based on the signature (the words in Latin).

It's hard to say without an image, but I'm thinking it might be a piece from the Cycle of St. Ursula (a series of paintings depicting the saint's life).
I'm thinking specifically of this painting, which is first in the series:

Arrival of the English Ambassadors
1495-1500
Tempera on canvas, 275 x 589 cm
Gallerie dell'Accademia, Venice
