Outlook Express uses the spelling checker provided with the following Microsoft Office programs: Microsoft Word, Microsoft Excel, and Microsoft PowerPoint. If you do not have one of these programs installed, the Spelling command is not available

These error messages can also occur if the files referenced in the registry have been deleted. To resolve this issue, install (or reinstall) a program that includes a 32-bit spell checking tool (such as Microsoft Office 7.0 for Windows 95 or Microsoft Office 97 programs--Microsoft Word, Microsoft Excel, and Microsoft PowerPoint).

That's their solution, hope this is what you're looking for. I don't think there's a file you can get off the internet if that's what you want.
