Yes, there is evidence (in hadith) of evil Jinns disturbing people during prayer.
I don't know about the second part, but I guess they don't allow them, if they are present, but I think even the good Jinn don't pray with people (just guessing, don't know), maybe they have their own "Masjids". We don't know, its their own world, its different from ours.

Jinn are known here in the west as Demons, and the way you write suggests that you arent realy arabic, I studied arabic for ten years and feel some mockery in you, but to stay with the question the answer is yes, they can, think of the freedom of movement like any humans.
