I had the same thing happen to me only I was leaving a bar. I saw the cop parked in the parking lot with his lights turned off. He let me drive a ways down the street before pulling me over. Anyway he asked me a few questions and then let me go. I guess there has been a lot of guys leaving this bar drunk so the cops starting cracking down, they patrol this area pretty well. I finally started driving home a different way, I have nothing to hide, but I would rather not get stopped.

sounds like you know the history of this motel well. the police may pull you over with any probable cause, even for a plate light out. what are innocent people like you doing at a place of ill repute, anyway. and if you truly are innocent, i guess you have no fear or worry of the police

Yes, it is called a "pretext stop". Basically, when they know an area is known for illegal activity, they can sit around and wait for a car to come out. But they can't just stop you because they want to. They can follow for a while, wait for a violation, then make a stop. If you don't want to get stopped, don't go to that motel!

yes, the reason being is that in pulling one vehicle over the police are protecting the rest of the world by ensuring 1. youre not DUI 2. you havent committed an offense 3. youre not hiding the lindberg baby. sometimes the rights of one dont amount to a hill of beans, maybe its time to stop frequenting this establishment?

The post above mine hit the nail on the head. It is a "Pre Text" stop. My question to you is.....why do you care if they do. I assume you were pulled over and they explained that the hotel was a high crime area, and they saw you commit a minor traffic violation. I also bet you didn't get a ticket.
Be grateful the police are stopping people in high crime areas.

Yes..... As long as they have probable cause to stop the vehicle, they can do it as much as they want. I'm sure that these innocent people that you are talking about, aren't so innocent. But you are not going to tell us that. Look up harrassment in the dictionary. Then you can use it in sentences.

I thought you said they were hoping to pull people over?
If they have a reason to stop them leaving a known high drug trafficking area, and see a violation, it's called drug interdiction.
Sounds like you need to find a better area to hang out in, unless you need to score drugs really badly and your regular source is unavailable.
