If you mean Kuwait (K.S.A.) you have to be a citizen or legal resident of Kuwait to work in that country.
Having worked in Kuwait I can tell you that unless you have a sponsor with a major Kuwaiti company, obtaining residency (which in entered into you passport) can be a long a difficult process.
