what did he mean by saying..''i am alleged to be ur pal''?

Alleged means accused/though of to be. So I'd guess he's saying, "People think we're friends, but I don't consider us friends."

It could be that they know what they said about as much as you do. An allegation is something like an accusation or a statement that may or may not be true. So they could be saying they're your friend, or that people think you're friends. And they might like or dislike you. Depends on how well they know English themselves.

meaning it is assumed that he is your friend......

they are accusing you of being his pal.
