First, are you wanting to live in Victoria or Vancouver?
Because, Victoria is on Vancouver Island, and Vancouver is on the mainland. Living in one and going to school in the other is extremely impractical, as not only is there some distance involved, but the only modes of transportation are the ferries, which are expensive, and you have to wait for on both sides, or by boat or plane.
That said, there is this college in Victoria:

and this one, in Nanaimo, also on the Island

plus the ones you mentioned in Vancouver.
There is also BCIT (BC institute of Technology) in Vancouver, and several smaller colleges, such as Emily Carr School of the Arts, so it all depends on what you are looking for.
The key here is, you are going to have to decide whether you want to live on the mainland or on the Island, then look into colleges from there.
Also, I want to echo what the previous answerer said about colleges in Bellingham, there are several, all with good reps. Of course, if you are Canadian, that would entail more paperwork.
