Many people from various country can get an entry visa upon arrival for an "X" amount of days. Some people from other countries have to apply for a visa prior to arrival, so where can I find a list that tells me what countries can receive an entry visa to South Korea.

Actually, both of those sites are good. The tour2korea site is good if you're just going to visit or if you're from a a country with straight-forward visa issuance (US, UK, Canada, New Zeland, South Africa), but if you have more specific questions, the moj (which stands for ministry of justice) is a lot better.
