Try creating awareness about it.Make posters,go from home to home distribute leaflets and brochures saying how the government has failed to implement the ban.Substantiate with empirical data.
Mobilize the masses,ask them to join in and protest against the government lackluster attitude.
If that doesn't work like sudeep suggested file a PIL in the high court.
