I'm confused because I've always thought that the city has the highest taxes...

Most of the time it is the city, because there is usually a city tax added onto the property tax as well.

In my state the property taxes are higher in the burbs, becuase there are fewer people per capita supporting government funded services.

The property acquisition cost are lower in the burbs than the urban areas but the taxes are higher.

Example: house in the burbs $250K, taxes $6k

house in the city $500K, taxes $3k

These would be identical houses.

apples to apples city vs burbs, burbs are on average 3 times higher

Many places that's probably correct, on houses of equal value. But it's not true everywhere.
