Anyone can learn it, I think. But like anything else, there are some people more inclined to it than others. (This is coming from someone with no natural abilities whatsoever with anything vaguely psychic but hunkered down, worked my butt off, and learned them anyway.)

Yes it is but it's not something I would suggest doing.
As a teenager I did it with a Neighbor, just goofing around. It was kind of cool- until we met another couple of travelers on the Astral plain and were informed that while we were out of our bodies it made our bodies susceptible to being taken over by wandering spirits. Needless to say we really didn't want to try it again!
As far as I know neither one of us have any natural ability and we were just playing around. But it scarred us badly enough that we never wanted to attempt it again!

Astral travel as a normal natural experience. Most people do it while they sleep. It is more a matter of first learning to remember thos experiences, then learning to do it at will.

You need both, per se. Some people have an easier time of it than others, but pretty much everyone can do it that wants to. You also need to learn how, to calm your body and send your astral self elsewhere. It is a learned art as well as an ability.

Russia had a remote viewer project that contacted people with special psychic ability to refine their skills in astral travel. I think they looked for people that had some ability in the first instant to experience an OBE (Out of body experience). The tests were highly successful, apart from the taboo subject not being popular in media, evidence would indicate that a little bit of natural ability and training can improve the subconscious ability to transverse the ether in ways not logically explained.
I have had some personal experience with self hypnosis and sub-level brain functionality, including priming perceptions. I truly believe with refined perceptual training via meditation processes one could reach some higher levels of perceptual change.
The problem is this, with each increased conscious mind shift, new levels of confusion set in; this is the brains natural defence to maintain a level basic realist functionality within the world we live. Perceptual changes can be viewed as two categories; Inhabitation Shift and Suggestive Shift. Both have a positive and negative offset defining how our mind functions. Our sense of self or ego is influenced by inhabitation and by suggestive function. To marry your mind to logic will always lock your ego into a mind set that is only openly suggestive to logical interactions. I believe OBE or Astral Travel exists somewhere in the negative area of inhabitation, or excitation and in the open minded level of non suggestive tunnelling. In order to achieve this mind set it involves letting go of all perceptual visual assumptions regarding what is in front of you, and also what is behind you. It also involves letting go of your minds own inhabitation functions that keep it from viewing true perceptual shifts.

both, while many people have a natural ability to do it, not all people have the same psionic abilities, so all the training and learning in the world might not work for you, however it would open doors to whatever psionic abilities you do posess

I have known those who have experienced astral travel through no training (nor will) to do so. Most who engage in it, seek it out and "train" to do so. Based on the foregoing, I would say *both*.
