If you fall below the filing threshold, then you don't need to file. But you should check state requirements because you may need to file a state return but not a federal.

I would recommend filling out the 1040ez form and the state equivalent no matter what because you may be due a refund even though you aren't required to file a return.

As for the overseas income, it would probably depend on the circumstances - for example if you were sent overseas by your employer you might have to claim it. If you lived overseas for a while and worked while you were there you probably wouldn't have to claim that.

If you don't have to file a tax form because you are below a certain yearly income then you don't have to file any forms at all. Overseas wages should not be taxable in US. Now, check this with someone else. I'm not a tax person.

That is correct, you don't have to if you make under a certain amount! However: if you've paid anything in, with an income that small, you have ZERO tax liability and will receive a refund. To find the exact amounts www.irs.gov
