To give something (someone) over means to give up on them/it.
It would be as if you had a child who was doing drugs, you warned them, tried to help them, punished them, etc but they kept rejecting everything and then you "give them over" to it. Maybe somehow they'll learn the hard way?

Lets look at it and see what it actually says:

Rom 1:24-28
Wherefore God also gave them up to uncleanness through the lusts of their own hearts, to dishonour their own bodies between themselves:

26 For this cause God gave them up unto vile affections: for even their women did change the natural use into that which is against nature:
27 And likewise also the men, leaving the natural use of the woman, burned in their lust one toward another; men with men working that which is unseemly, and receiving in themselves that recompence of their error which was meet.
28 And even as they did not like to retain God in their knowledge, God gave them over to a reprobate mind, to do those things which are not convenient;

32Who knowing the judgment of God, that they which commit such things are worthy of death, not only do the same, but have pleasure in them that do them
It shows that they knew the truth but rationalized it enough that they closed their conscience to the truth and He left them eventually to their own devices.
Reprobate mind means a mind that is void of judgement.
He didn't make them that way, they chose it and He left them to suffer the consenquences.
If you rationalize something long enough, everything is allowed.
Just check out the people on death row who have no remorse for things they have done
The natural use if you look at the whole of nature is a male with a female together. If you say otherwise then you too are closing your mind against the truth.

you are misreading it. He didnt get angry. He saw they wernt following him and beacuse he allows people to do what they will beacuse of free will he allowed them to follow there lusts which where homosexuality and beastiality, fornocation, drunkeness and worship of other gods.
thats not the first refrence to homosexuality in the bible, look at leviticus(sp) and you will see a chapter refering to that and another part of a chapter refering to beastiality and there are many other scriptures in the bible refering to drunkeness and others refering to himosexuality being a sin.
God didnt create any sin.
Man sins simply when he gose agenst Gods will.

That's wrong, God making them 'gay'. It does not say that in the bible that God 'makes people gay' - stupid and a total misinterpretation.
God did NOT make anyone commit homosexuality. It is on their own free will and choice to be a homo; to commit such sinful acts against God. God has given everyone a free will to choose what they want to do and so, those who chose to be homo did so on their own free will - God had nothing to do with them becoming homo.
That verse in Romans where it says 'God gave them up unto vile affections' means that God has left them to wallow in their sin and uncleanness because their hearts are darkened against God, so God left them to continue in their sin because that's what they chose to do instead of following Him.

What translation is that?
NKJV is translated this way: "For this reason God gave them up to vile passions" Romans 1:26a
Giving them up and making them are two very different things.

These people chose to reject God, and God allowed them to do it. God does not usually stop us from making wrong choices. He lets us choose independence from him, even though he knows that in time we will become slaves to our own rebellious life-style and lose our freedom not to sin. God’s plan for sexual relationships is his ideal for his creation. Unfortunately, sin distorts the natural use of God’s gifts. Sin often means not only denying God but also denying the way we are made. When people say that any sex act is acceptable as long as nobody gets hurt, they are fooling themselves. In the long run (and often in the short run), sin hurts people—individuals, families, whole societies. How sad it is that people who worship the things God made instead of the Creator so often distort and destroy the very things they claim to value!
Homosexuality (to turn against or abandon natural relations of sex) was as widespread in Paul’s day as it is in ours. Many pagan practices encouraged it. God is willing to receive anyone who comes to him in faith, and Christians should love and accept others no matter what their background. Yet, homosexuality is strictly forbidden in Scripture (Leviticus 18:22). Homosexuality is considered an acceptable practice by many in our world today—even by some churches. But society does not set the standard for God’s law. Homosexuals believe that their desires are normal and that they have a right to express them. But God does not encourage us to fulfill all our desires (even normal ones). Those desires that violate his laws must be controlled.
If you have these desires, you can and must resist acting upon them. Consciously avoid places or activities you know will kindle temptations. Don’t underestimate the power of Satan to tempt you, or the potential for serious harm if you continue to yield to these temptations. Remember, God can and will forgive sexual sins just as he forgives other sins. Surrender yourself to God, asking him to show you the way out of sin and into the light of his freedom and his love. Prayer, Bible study, and loving support of Christians in a Bible-believing church can help you to gain strength to resist these powerful temptations. If you are already deeply involved in homosexual behavior, seek help from a trustworthy, professional, Christian counselor.

Cross reference with proverbs 1:
Pro 1:29 For that they hated knowledge, and did not choose the fear of the LORD:
